My first time to OBX was in Duck and I did a 4-man CC charter out of OI. Great day. 3 were gulf stream rookies and one had never even been on the saltwater. We ended the day with a limit of tiles and a few mahi, not to mention 2 citation barracudas, one at 56" and the other 58". Fun day on the water. I would highly recommend the open boat setups at OIFC (www.Oregon-inlet.com). The party boat at that time of year will be all croakers, pins, and flounder so if that isn't your scene, don't bother.
