There are so many variables, it's hard to say any one is the best. I'm not a bass expert. Far from it. i just go out there with a variety of lures and discover by trial-and-error what the fish want.
Earlier this spring, I was shore-fishing a small farm pond assuming a Texas-rigged plastic worm would be the best lure, only to find all the shallow bass completely ignored the lure.
I tied on a small Rapala floater and the bass went completely crazy. They chased the lure down and smashed it every time.
