A boat is not a necessity. I have caught a ton of bass in this state and have never owned a boat. I'll throw you one bone that is not far from your house. Check out the Ramapo Reservation (not Ramapo State Park). It's right near Ramapo State college. Bergen County. There are 3 small ponds on the property, but the one at the bottom is called Scarlet Oak Pond. It has a great bass population, but once the days get nice, it's gets hammered and the fish can become tough to catch. Pre-spawn can be great and there have been plenty of days where I have caught over 20 bass with several topping 2-lbs. There's lots of shore fishing and you can take a few strolls around the entire lake. Not a bad place to spend a day, but get there early, or even better, when it's raining out. Lots of hikers, runners and dog-walkers. PM me and I'll see if I can think of a couple more. I grew up not far from Passaic County and have fished that part of the state quite a bit.
