150 etec vacuum hose?

I have a 150 etec and I noticed there is a small hose just before the lower unit. It looks like a vacuum hose. I notice its hanging off.

Is this something I can just reattach while in the water or do I need to take it out. I'm not sure how long its been disconnected.

ETEC's have a small hose ( that clogs easily) that cools the engine's Computer board with cooling water. Not sure where the pick up is after the water pump.

It's a speedometer hose. I fixed it with a new piece. Thanks
