This has to be some kind of a Joke??
NMFS is actually going to cover themselves if they kill Dolphin or Whales while doing their surveys !
Yet, the commercial guy has to worry about Mesh size, Turtle extractors and all kinds of other rules.
Boats have to worry about running into a Whale...the fine is unreal. The CG has actually been out telling people to stay clear of an area where a Whale is feeding. The fine could be substantial once again.

Seems the rules are for everyone else..:confused:
