Absolute garbage...first, they say they want to preserve fish that are 32-33" with "emergency action" - and now there's an option to keep ONLY fish that size?

I sure hope they give the for-hire fleet a break and chose one of the options with a bigger slot.

The best part is...there isn't a legal sized fish in any of these options at NYC fish markets. How's that possible? (we all know...)
