Its a 9.9
i just cant get it to start. I am not that mechanically inclined. Has new plugs, has compression, fresh gas. its a 1996 mariner, but its kept in garage all year since new and has very few hours on it. Last used was 5 years ago.

Usually a lay up like that is a build up of lacquer crap inside the carb. Needs a full cleaning. Or rebuild it/ Needle valves inside and float mechanism get shitty.

Yea, its the carb. Rebuild kit will run you about 20 bucks. I just got my small outboards going. A pair of 1995 Evinrude 9.9. They have not been used in 14 years. It took carb rebuilds and a few other things. I took the boat out to Spruce Run for the test the other day. Mostly works. Had to pump out the fuel tank for the third time. Looks like everything works now.

here is the proper way to diagnose your problem..

First off,
New plugs mean nothing- if they are loaded up, they might not fire even when brand new. ... Pull them out and clean them up, and wipe them down so they are dry. That way you are certain.

You say you have compression, but how much?.. 2 stokes will not start with low compression like a 4 stroke will.

If you are certain compression is good, and you now KNOW that the plugs are clean and not loaded up, reinstall the plugs, and give a little squirt of starter fluid or even carb cleaner into the carb. It should start for a second, no matter how bad the carb is. If it does not start and run for a bit, and the compression is good, its a spark problem, and could be whatever triggers that particular motor,- stator/pickup/coils etc... If she starts and runs with a shot of juice into the carb, your main carb jet is clogged, and its all of a half hour job to fix... bob
