Definitely check with fish and game first! I believe anyone holding a rod or baiting a hook is considered in the act of fishing.

Well, being that Mark B works for NJ DFW, i would say that unofficially, he has his answer: the way the laws are written, it would depend on what the CO sees happening

We took the whole pack last night to the Ramapo Reservation. We had about 25 kids show up and their parents. The kids had a great time, about two dozen fish caught consisting of sunfish and yellow perch. A big thanks is due to njfishing.com member Mcfish82 who volunteered his time to help the kids cast and bait hooks. Also a big thanks to Ramsey Outdoor Store, which generously donated 4 rod setups and lures for us to give away to the kids. Hope to do this again next year.
