There's a couole ramps in Oceanport. One I believe is free at the restaurant The Marina on Oceanport Avenue. The other you need a permit for which is at Blackberry Bay Park. Permits available at Boro hall on East Main St.

There's a free one on the Long Branch side of Branchport Creek. It's up the river a bit but it's big and free. Not far from Casa Comida (Mexican Restaurant)

I don't know about the Marina Restaurant in Oceanport, its new. Located on the old Fort Monmouth property and has a low railroad bridge. I would check the Branchport ramp in Long Branch. its across from the Cosa Comida restaurant. At the light turn on Atlantic Ave and then left on River Lane. Short ride to Pleasure Bay and about 45 minutes to the Highlands Bridge.
