LoBiondo also is in the midst of a dispute with another agency. The Atlantic States Marine Fisheries Commission told New Jersey fishermen they could fill three bags a day of summer flounder at least 19 inches long, compared with the 2016 limits of five bags of fish at least 18 inches in length.

Unless I'm reading the wrong part of the article or they changed it that's not what it says. It says anglers can bag three fish at least 19 inches long versus five fish at least 18 inches last year.

The evolution of terms, a bag means individually bagged fish. Its all in marketing, the perfume stinks but the bottle is gorgeous.
