2016 Striped Bass Bonus Programs

The deadline for all Striped Bass Bonus Program (SBBP) applications is December 4, 2015. This includes individuals and party/charter boats. Applications postmarked after the deadline will not be processed. Please remember to submit your logbooks in order to ensure eligibility for 2016. All applicants must reapply to participate in the 2016 SBBP.

wait the linked page is not very clear...I have to submit a new application for 2016 by dec 4? or dec 4 is the deadline for if you still want a tag for the rest of this year...the latter is how i took it after reading the page.

I have a 2015 tag, did not get out to use it yet, this reads I have to (preferred consideration if I read it right?) report on my log by Dec 4th with my 2016 application. Do I keep my 2015 tag to use yet and report Dec4th I have not but report after I used it by 12/31/15 end of year? If the 2016 tag will not go into effect until Sept 2016, what is the rush before the year ends? Some clarity for those yet to use their 2015 tag before Dec 4th 2015?
Any guesses?

here's what it says on the df&w website:

The Striped Bass Bonus Program (SBBP) is in effect through December 31, 2015.
Application deadline for individuals and party/charter boats is December 4, 2015.
Bonus Permits will not be issued for any applications postmarked after the deadline.
A new application must be submitted for 2016.

Submit your logbooks in order to ensure eligibility for 2016.

I take that to mean the last of the tags for this year will not be given out anymore after december 4th applications submitted. and then it's just reminding you that you will need to do it again in 2016.

Also when i click on the application, it says "2015 application" on the top...i don't think this has anything to do with 2016 tags...am i reading it wrong?
