The Shimano Trevala may work for you, maybe Medium Heavy.

St.Croix tidemaster inshore. 7 foot mh, plenty of backbone, light and a soft tip. Great Rod!!!

Ditto on the Trevala. Great bang for the buck. I've got three, including an MH, which is too much rod for 15 lb line IMO. I fish 15 on my 7 foot light Trevala, and find it a good match. It is a whippy rod, though, so if you prefer a fast tip, consider the 7 foot medium light.
