Regulation question for Fluke

If we have to share the "quota" of Fluke caught and harvested on a regional level and regulate the sizes caught in 3 states, why isn't the season regulated to also be the same for opening an closing of seasons? Seems to me it should be??!!:confused:

My guess is same number of days or length of season.
