The determining factors to the impact are whether or not these transformers hold PCB oil or not. The other is how quickly they deployed the boom to prevent the spill from spreading. Once the oil is contained by the boom it will be recovered using skimmers. If it is done properly and the oil is indeed mineral oil and not PCB the impact will be negligible. My concern is why the secondary containment system is not sufficient to hold the entire capacity in the event of a spill. Those regulations have been in place for a long time. This old plant may be grandfathered, but why in the world would you not make that type of an improvement?
