Are you talking about the mounting bracket on the outboard or an Armstrong style bracket that you outboard is mounted to. If you're talking about the metal mounting bracket on the outboard try using the Petit 1793 transducer paint. It is an anti-fouling spray this is good for transducers and all underwater metals. Just tape the bracket and spray. You could also prime it with interlux primocon and use any ablative paint that you use on the bottom of the boat.

First thing you will need to do is remove all the growth and then as mentioned above paint with metal primer and anti fouling paint.

Prep is the most important step for good paint adhesion, especially metal below with water line. Scrape off all excess growth you can with a puddy knife and then hit the area with On-Off and allow it to sit for a few minutes. You then can hit the area with a scrubbing pad to remove anything else left on. Make sure to scuff everything up good, remove all dust then prime and paint.

Thanks. Prepped it today and was going to primer but rain put a halt to it.
