This is unbelievable.
They make up their own data on most other things, why not "create" some data on this too?

If we form a "debris removal charter trip", do we get to keep all the tog, seabass and fluke bycatch?

After peer review, We (NOAA), find that Over-cleaning has not occurred but we are going to limit the daily cleaning to 3 plastic bags and 6 condoms per vessel, per trip. Filing inaccurate reports will be dealt with severe fines and possible confiscation of illegal cleaning vessels.
