This does raise lots of questions about the science of setting quotas. It also raises more questions about what the quota decisions are based on. One admission in the article is the fact that the fluke population has increased sixfold since the inception of the program. There is also an admission that the data which was collected in 1999 is now out of date and should be irrelevant. Read it and you'll see that questions are being asked but government do gooders are not ready to give up their grip on the reins.
