There is software, also places like godaddy that once you register a domain you can get small basic space included for a small basic few pages website usually.
What they don't tell you though is having a website is one thing, getting the targeted traffic you need for people to find you, do business with you, is a whole other thing.
That is why I asked if it was for business or personal.
Personal that you just share with friends etc the website then yeah a free or cheap diy site may be all you need.
Business, it can range from a few simple pages to a more involved site.
I have been building websites and more importantly promoting companies using the internet for 10+ years which a lot of years in that world.
If I can be of assistance just ask, always glad to help fellow fishermen.
I have been known to barter too :D

I use a website builder because it's the easiest way to create a website. Also easy to get a domain there, edit the web pages, post photos and all once you get started. They have a free version and a paid version so in case you don't wanna invest in the upgraded features, there are no strings attached with a free website. I have created several websites already with hPage website builder - https://www.hpage.com which is the best website creator for me so far.
