As of 2009

In NY, ALL passengers on boats 21' and under between 11/1 and 5/1 MUST wear PFD at all times. That's everyone at all times.

Can't have them in the cabin on smaller boats. Something to know striper fishing the Harbor on a 60 degree November day.
