White spinnerbait, shallow shad rap, rat-l-trap, and senko would be my top choices.
This fish was caught today on a Senko.

tried glenmeare lake in ny today. caught 2 on shiners. saw over 50 carp floating. most were over 5 lbs. any ideas why
Lingking20,
Here is some info. There was a plan to control the weeds and other housing development in the area. If any of this has begun, it could kill off the carp. I have witnessed fish kills like this with the use of certain herbicdes.

Shiners aren't a lure. That cheating ling man.:D
That's my home lake. Long live the thumbnail size cricket frog!
There's no fish in there except hammer handle pickerel. How about the lakes I told you about? I know you caught fish out of them.
All good lure choices mentioned. I'd add hair jigs to the list.
Were the carp dead awile. Maybe they died over the winter. That ice got a few feet deep. Those are pretty hardy fish. That's not good news...

when using a jig do u cast it out to shore let it touch bottom and then drag it across bottom with little jumps? what do u feel when u get a bite?

You do just that, pay attention on the drop after you hop it. When you feel "Tap, Tap, Tap" Set the hook!
