I know how the %'s are split is a critical component, but is this a good idea?

Look no further than who is endorsing it for your answer:
The Environmental Defense Fund praised the new policy, saying that catch shares have restored fish populations while improving the livelihoods of fishermen.
Also, EDF held an economic summit earlier this year to talk about the profit potentials of buying up catch shares and the amount of economic return on those investments:eek:

If the Catch Share Program has worked so well for Red Snapper since the 1990's as quoted......Why have they closed it down???????
