Recommendations on where to fluke fish from shore

Looking for suggestions. I would like to fish from the surf or piers for fluke, somewhere around Atlantic Highlands. I do not have a boat and I cannot afford to go out on the party boats that often. I also have some issues where I cannot walk that far (1/4 mile). Can anyone recommend some spots?

There's the Keansburg pier but they charge a small fee. There's a nice fishing boardwalk in Perth Amboy on Raritan Bay.

there are always fluke around the jetties .. i used to catch them from the jetties at Deal and Elberon, but I know a lot of those were removed, and I'm not sure of access these days,, Hopefully someone will chime in.. All I can say is that if the jetties are still there, and there is access, there are Fluke there.. blues crash through there as well...bob

I often see people fishing Point P inlet off the jetty and on the other side of the river. Fishing is one thing catching can be a problem. Try the slack water time.

Caught plenty of fluke from the Port Monmouth AKA Spy House Pier as well as from the beaches adjacent to each side, Leonardo Beach/Inlet, Sandy Hook beaches, Avon side of Shark River Inlet and various spots along the Manasquan River/Inlet.
